LC-CloudTV: A Low-Cost Cloud-Based IPTV Platform with SVC Technology

Abstract


This paper proposes a low-cost Cloud-based IPTV platform (LC-CloudTV) that uses public cloud servers as peers, to construct a low-cost, robust, and scalable IPTV platform with Scalable Video Coding (SVC) technology. We address the problem of serving all client requests by using the least possible number of cloud servers. A multitree Cloud-based IPTV platform with SVC is proposed and online client join/leave algorithms are also provided to efficiently organize and manage the cloud servers to serve all client requests. Compared to the Modified Best Fit Decreasing (MBFD) algorithms, the proposed can save around 50% of the total number of cloud servers used, and improve about 90% of the benefit cost rate.
